I highly doubt this is using SE. He didn't say anything about being able to buy more than one item that's below the value of 25$, and if he could SE something that little, I'm sure he'd be able to SE something a bit more significant in cost. I'm pretty sure he has a gift card remaining, or he has some balance left in his account.
