You could cross-compile using Wine, but that would be quite a pain, since you need those Qt libraries as well...
Your could use MXE: http://mxe.cc/ to make it easier.
It's easier to just run Windows in a VM, as suggested earlier, and compile from there. (although that would ofcourse require a Windows license)

AFAIK, there is no difference between Windows Bitcoin Core and a linux version of it, it is possible to compile it yourself.
