I don't think so. The problem is that order book is not available to everyone. The most basic stock exchange subscription will get you live quotes, but to see order book you have to have professional investor access. Here are some prices from my account:
New York Stock Exchange (NYSE) Level 1 1,00 USD

Hong Kong Stock Exchange Level 1 120,00 HKD
