Uh... you can do anything you want to do. If you want to make a rotator, of course you can.
I'm thinking about releasing mine as open source, with a stipulation, but I haven't decided if I want to go that route yet. It's definitely the most advanced one there is right now.

Yes you can, and it's free, so many open source script out there.
