No you cannot mine bitcoin with any PC by itself, period. You need ASIC mining hardware that either is standalone or plugs into your PC to do the mining.
That's incorrect and I'm surprised that you, as a developer for cgminer, would spread misinformation. You can mine with your own computer, nothing prevents you from doing so, expect that you'd be constantly mining at a loss.
