I believe this should be in the altcoin mining section. Do you mind me asking why you need to mine in safe mode? Simply put, safe mode is called safe mode because only the skeletal features and functions of the windows OS are activated. Most probably openCL or other graphics drivers / features are not accessible to your miner.

EDIT: If safe mode is the only way windows can see your graphics cards, then there must be something wrong. Use DDU to reinstall the drivers?

Update: I want to mine in safe mode on windows because it is the only way windows can see my graphics cards.

Can I mine in safe mode? When I try that, claymore says No AMD OPENCL. Amd driver is installed.
