Coinbase seem to be closing the accounts of any users who send money to a sportsbook or casino, which is a shame because I really like their wallet app. I especially liked that you could keep the bulk of your coins in cold storage with them for free. Since I'm based in the USA I do like to fund my sportsbook and poker room using btc so this is kind of inconvenient.

I've read that Xapo offer a similar service to Coinbase in that you can secure most of your bitcoin in their vault and use the main wallet as your hot wallet. Does anyone know if Xapo allow their customers to sends and receive btc from gambling sites?
Based on my experience, yes, XAPO allows users to send and receive BTC to/from gambling sites. It's working fine and nothing happen to my account because of that transaction(s). However, also wait for the others if they have the same answer with me. The max amount I tried is not more than 0.1 BTC that's why I don't know if it's still work good if more than that amount.

Has anyone used the Xapo Debit Card? After I've transferred bitcoin to the card, how long before I can access the money from an ATM?

There is nothing written in their TOS about gambling so it is okay to use their wallet.  https://xapo.com/terms/
Afaik once you see that your debit card is loaded you can withdraw it already in ATM. You can also read more about from their site. If you have questions try asking them directly so you can a have clear statement from them.
