S/he would need to first transfer fiat and exchange it for some cryptocurrency, and then convert that to BTC or any top coin of their choice, then transfer that to coinbase
Alternative op could explore other exchanges which allows direct PayPal deposit.
You just made it more complicated when you can withdraw the money from paypal if paypal doesn't support trading your money to bitcoin. I hope that coinbase have many options to deposit your money to coinbase then you can buy bitcoin anytime you want. I donvt know the op's country but try reading this https://support.coinbase.com/customer/en/portal/topics/796531-payment-methods/articles. The paypal can be linked into coinbase but you can't link if it's not available in your country.

Please check to the coinbase support to utilize the trading option least.

You are funny, your explanation may not help him. Even I know to say the same thing what said here. That is the way you do that. You need to explain with full step by step or ask the person to write or check their information board.
Hope you will not repeat such explanation to anyone.

No and for good reason. Its fraud city with Paypal. People chargeback payments even 6 months after they sent. So you buy bitcoins, spent them then after some time you request chargeback with paypal.

This makes sense . PayPal can reverse transactions. However, they can just give you a negative balance if they consider someone is doin some fraud or whatever

This happened too many times to anyone would offer that service and many went bankrupt. Some still try as mentioned above but with huge commision.

Are you planning to buy bitcoins with PayPal?
There are some alternative websites where you can buy bitcoins through Paypal.

Cons: high fees and high exchange rate

Cons: For non-US countries only and the exchange rate is high

Cons: P2P and the exchange rate is high.

Since Coinbase doesn't support Paypal payment to buy bitcoin then this list of sites would be a good as alternative.

You can also link your Paypal account into Bank and do the deposit from there on Coinbase. (Vary per country)

Just a reminder that not all banks supported crypto transactions so you might want to review it and also check the terms on Coinbase about banks deposits.

As mentioned, you can't.

But if you want to send funds to your coinbase account, you should trade or look for a specific service that accepts PayPal fund that allows you to convert it into bitcoin.

What you will do is PayPal->P2P or another exchange->Coinbase.

No, you can't deposit to Coinbase using PayPal. They only allow to withdraw to PayPal in some countries:

Currently, customers are only able to use PayPal to withdraw or sell, and transaction availability depends on region. Coinbase does not support the ability to purchase digital currency using your PayPal account.
