Currently the norms has been changed for Indian-PayPal.
RBI do not allow to keep the money on paypal. So if you anyway receive the payments on PayPal then they will be sent your Indian Bank account immediately. Checkout my account's screenshot below:

Frankly speaking, I don't feel safe with PayPal whereas cryptos always amaze me with their exciting features. By no chance, I'm going back to PayPal so it would never be a option for me.
- Bitcoin is available as a payment method in TradingView, just not when paying monthly, maybe switch to the annual plan?
- If TradingView accepts prepaid cards, you can use Coinsbee to buy a few, and then change the card each 3 months period, since the highest demonisation is 50 USD.
- Find someone who sells PayPal in the currency exchange board, and ask him to do it for you.
Coming back to annual plan, I do not really feel it appropriate as I've already calculated my plans and have made my mind to pay monthly premiums with my profits. It makes it easy to handle the profits. One time payment for the entire year would be a drawback for me.
I've just gave Coinsbee a shot. Just purchased a GC for prepaid mastercard 25$ though the amount I need is $15. Expecting it works. Will edit this post later.
