Hey!
I live in Delhi, India. I came to know that iPhone 5s 16GB locked model costs 99$ in U.S.
Can someone buy a locked version and then ship it to my place in India?
Ill pay $130(excluding shipping) for the 99$ mobile.

Also tell me about the legality issues.

I can buy and ship it to you but usually when impoirting phones you will have to pay for customs duty during clearance, also the shipping is costly and you must insure it else there's 90% chance you will never receive the phone.
Also talking from experience - our local repairers cant unlock US locked phones they will cry you a whole river about it and you would simply lose your money.

So when buying from US, simply pick an UNLOCKED version, talk to me, I will ship it through to you securely with insurance. Off course all this would cost you.

Well, that same thing could be done by taking a million dollar loan and flying off from the country.

Currently in Canada an excellent condition iPhone 5S used sells for about $325 USD. You won't find one for $99.

Well, like amacar said, you fix a 2 year contract, which settles for 600-700$, and they cover the cost for you.
But you do have to pay the 2 year contract cost. You can't forfeit it.

it depends. I have never bouht a contract phone, but its usually in installments / monthly payments.

Of course they can, but that would be stupid, because with contract you pay indirectly for an iphone and that is why you get it for 99$.

For example if you have a contract with 20$ monthly you get iphone for 99$. But if you have a contract with only 10$ monthly you need to pay 250$ for iphone.

Isn't the contract something like that you have to use a particular carrier's service for a few years and according to this contract you get iPhone for 99$? Am I getting it wrong?
So cant someone buy it on contract and send it to India?
