What I don't understand is how you want to buy CS:GO on Steam, have no money and want to verify your Paypal account so you can buy the game. Buying a game on Steam with Paypal doesn't require a verified account (from my experiences).
Also, you wanted to buy CS:GO with Bitcoin in this thread (https://bitcointalksearch.org/topic/wtb-cs-go-helppppppppppppppppppppppppppppp-906895), so why not do that instead? It'd probably be easier to buy a Steam key with Bitcoin since you only have $0.02 in your Paypal account.

good question first of all i check with Steam by loggin in paypal they say put your credit card which i dont have !! 2nd i,ll exchange btc and send in pp if they accept !!

Exchanging Bitcoin to Paypal is a very bad idea, as it is not supported by Paypal and requires you to exchange through other means. The person that is giving you money through Paypal has the ability to do a charge back, and can basically take the money he gave you back to him.
