Accurate! You can only purchase ICO on the Exchange that the project is listed and accompanied by. However, personally, I think ICO projects are not as profitable and valuable to invest right now. Furthermore, investing in ICO projects contains a great risk of being scammed. It has been happening many and many times in this market.  
The situation remains the same if you are not investing in established coins and projects, there is a higher risk that these projects may die off eventually or end up financially broken with some sort of sob stories where the developer ran away with the money they collected and so on, so there is always a high risk related to news projects be it ICO or IEO.

@OP initial public offering is offered by the team and no one else could provide that unless they are the team member and if you are approached by someone else make sure they are scammers.

And usually each project will also choose one of the two things, because if the project makes a fundraiser through IEO, of course the team will not make fundraising in the form of ICO anymore, moreover it is already disliked by all investors, even if it is made, it will be in vain -just.

Of course you can, this is usually called OTC (Over-the-counter) or off-exchange. Buyers and sellers meet directly in a place, in this case we usually use a telegram as a place. Some tokens / coins are traded like that before entering into official exchange.

I don't know if this is a typo error or OP is not aware that ICO sales are not held on exchange the project has a page for their crowdfunding.
ICO is an old and will be obsolete type of crowdfunding, because investors trust token sale held in exchange via IEO than ICO.

You can't  purchase the token of ICO outside the exchange because it has yet to launch on the Exchange. At first the tokens are sold at ICO by the project team on their website as a public sale or private sale with more discount. So, at first you have to purchase the token from ICO or before the ICO if the company is selling out the token with an private sale in discount. Again, IEO is the same but a refined concept of the ICO which is directly lunch on the Exchanges.

I think the OP is referring to people offering the ICO offering to him directly, if that is the case this person is likely to scam you since if there are no official announcements coming from the ICO team about other offerings what this person is offering to you might be just a scam. Remember that you should rely on what the ICO team is saying on where their pre-sale is available and not believe what other people are telling, if someone offered you a specific number and they are offering you the ICO earlier even if the sale is not done yet this will be a red flag that the person is trying to scam you.

Many things happened during the era of ICOs and I wouldn't be surprised if it actually took place, but to the best of my knowledge, ICO is different from IEO where ICO takes place on the website of the project. If a project has a pre-sale event than you can surely buy coins before it launches. I don't recommend buying any coin using any other method before launch because you can either get scammed or might have to pay a higher price.

But for me, If that happens, It's more likely that investor is regretting buying those coins because he feels like it's going no where or he's a scammer.
It's not only from IEO but it can be purchased through its own site and when it has been creating a cooperation with 3rd to ran its crowdsale and it can be purchased from there too. that depends on developer and the team whether they wanna try to open a lot of door to purchase the token.

Both are different things and highly believe that you are asking about IEO since you do mention about buying tokens on an exchange.
If you do let yourself get involved with IEO then theres no other option to buy hp those tokens but via the platform itself and its totally opposite when we do talk about
ICO where you can buy off tokens directly from the owners itself after you do pay off a certain amount that you invested but just a piece of advise where
when it comes to security then IEO would be a best choice since once it do succeed it is already listed on an exchange.

When buying ICO tokens, those are purchased on the ICO's website. Some having bonus tokens depending on how early they bought the token are being sold on decentralized exchanges i.e. forkdelta. Unlike IEO, in which the coins are bought within the partnered exchange of the project. Since you're naive, I hope these common term should be known to you.

Did you mean listing on exchange by the word launch? Sometimes, bounty hunters sell their coin/token they get from the bounty campaign. You can check the altcoin marketplace to get some of the offers. Also, you can post about your required token there.
I think OP was refering to an IEO tokens, if it is possible to be bought outside the exchanges. So I think it is not possible because from the Abbreviation itself IEO(Initial Exchanges Offering) which the project would hold sell a token inside a certain exchanges to raise funds to develop the projects.

I think you don't know the difference between ICO and IEO. All the IEO token launch on exchange for initial sell, but its depends on team if they want to presale in their official websites. But all ICO sale happen on their official website or via smart contract.  I don't know why are you looking for ICO since it's not benefited lately. But you may take a look on Announcement (Altcoins), there is lots of IEO & ICO announcement threads. But I will not suggest to buy any ICO token lately, there is lots of scam happening on that field.
for lately indeed we must be extra careful before investing in an ICO because many ICO tokens are now scam or unsold in the crypto market, think twice before investing in it.

Buying tokens to individuals is not safe, especially if someone does not know each other, surely the edges will be very fatal, so I personally prefer to buy on direct exchange because there is already clearly stated, both in price and in number.

It's possible to buy the same outside the exchange, these are ICO or Initial Coin Offering  token, it's not the same with IEO which is what people are usually investing now. In the past, there are sites that sells ICO tokens as they partners or accredited by the developers of the project, and it's easy to verify as we can always check the smart contract since most of the tokens in the past were built in Ethereum platform.

Things have really change these days, ICO is not anymore selling, maybe some sold their ICO but usually those are the very reputable project that were manage by well-known people in the business industry, but for regular ICO, they struggle to get their tokens sold as people have already matured now.

Lastly, please don't get confuse with IEO and ICO, make more research prior to investing in crypto.

FD and ED were the two dex exchange you can get tokens of a project even before listing in an exchange, but lately those place have slowly died off or hunters don't bother to do that any more, the only other way will be p2p trade but this high risk because it is very easy to get scammed in this process, best bet is to wait and buy from exchange because their is a big chance the price will dump more than what you will get it before listing.
When OP not understand about ICO, you also follow him. Each ICO token is not listed on Exchange, decentralized or not. You can only buy ICO tokens on their official site. But for IEO tokens, maybe you could buy in FD or ED.

You may purchase some of the ICO I think only in the company, purchasing it in other person is not good, and not reliable. In IEO you may bought it directly in the exchange and can be trade instantly. I personally cannot recommend to buy coin outside the exchange or not directly to the company.

I agree with you to not to trust outsiders. It is always better to buy from Exchanges because there are many coins which never get listed on any exchange. Exchange listing at least gives you a platform where you can sell your coin whenever you need to cash out.. I have lost faith on any coins that are outside the exchange.. Don't ever fall for those coins. One will only loose money in those kind of coins.

Yes, and it's called private sale but ICO operates their selling on their own website (shady stuff, no 3rd party can verify,...) while IEO is only selling on exchange so maybe you got it wrong. Why would anyone need to purchase IEO token outside the exchange is beyond me.

ICO means Initial Coin Offering and from the way it was designed, the token can be purchased from the website of the project in question. On the other hand is IEO which is Initial Exchange Offering, where the token of a project will be purchased directly from the exchange the IEO is taking place. Also, there have been projects that will be conducting an ICO of course selling their token on their website, list on exchange, start trading and still be selling their tokens on their website for certain time; this case scenario is not that much.

I really don't understand your question very well but here are two examples I've came across before.

1. Not long ago I saw a new project that launch ICO on their website and IEO on other two Exchanges so yes it's possible to buy coins on the website or outside the website

2. Last year I promoted a bounty project and bounty hunters were paid, ICO haven't even started yet, after some weeks I saw people selling this token through idex, some are buy and some are selling, this is unofficial listing, it happens.

If the tokens are under ethereum network and its not locked then some users were able to have spare tokens then you can buy cause they can sell it on forkdelta and some dex that can easily uploaded smart contract to be able to buy and sell tokens. Usually some ICO locked their tokens for these kind of situation so the price would bot be affected but what you are asking is not impossible.

Did you mean listing on exchange by the word launch? Sometimes, bounty hunters sell their coin/token they get from the bounty campaign. You can check the altcoin marketplace to get some of the offers. Also, you can post about your required token there.

Actually this is possible. they can make seed rounds to sell to angel investors. CTSI has done the same and it still does IEO at Binance exchange. but before implementing IEO, they will have to disclose full and accurate information about previously distributed tokens. In every ICO/IEO which I believe you are pertaining IEO as per statement above, there is always a private sale which is common on Initial sales but it's limited to private investors that connected to the team. Private sale is always in demand since they offer crazy bonus and you will have a really good profit in case the ICE/IEO become successful.

Most of private sale are only available for VC(venture capital) because most them are lending the project for there initial expenses.

You can buy ICOs outside, because as far as I know, ICO projects are still not listed in exchanges. They sell tokens through partners or through their websites. But never join and buy ICOs because most of them are scams, if you buy them you will lose money

It can be purchased outside of exchange site after there was an official announcement about that. I think you meant about IEO token, right? You can purchase it before it will be listed on the exchange site but becareful with this method. I didn't suggest you to try thise and it's better to purchase on exchange site through use launchpaf platforms.

Yes, you can buy any token from ICO you want if they have an official sales page on their website. But you can't buy in IEO from outside of the exchangers. Though you can from third party Which is very risky but IEO only happens in exchangers.
If you are new in the crypto world I will suggest you to stay with some established coins first and understand the market.

If it's an ICO then you can buy it in their official sales page, if it's an IEO then you can only buy it from the exchange where they have a deal to create sales for them, ICO and IEO are two different things they are not the same on ICO the team controls the terms and the supply on IEO it is managed by the exchange subject to their terms.

You can ask for a P2P purchase from the investors if they are already been sent the coins. Bounty participants if rewarded are in hurry to sell the coins and if you be able to contact some, you can buy coins from them in cheaper than ICO price. But some projects don't provide token to Bounty participants for months to prevent this.

Yes, it is a possibility but depends on the project itself and not all projects provide all these options most of them only sale their tokens through ieo platform but there are some exceptions where you can also purchase the tokens directly from the project website even when they are running their IEO at exchange one example is Youengine project, they have an IEO but still you can purchase their tokens directly from their website as well.

You can always buy a token from other people bypassing intermediaries, as long as the token is actually released and not frozen. You'd need to post your offer on forums or in some chats, or look for existing offers. But I think it would be hard on practice, because those early investors wouldn't want to sell below ICO price until exchanges are open, and if they do, it might be a sign that there's something wrong with the token, so maybe it won't ever get listed and you'll end up holding useless garbage.

It depends upon the smart contract created for the token. Mostly, the projects lock the tokens until tokens get listed on the exchange. This is done to prevent dumping of tokens before project gets kick-start. If tokens are locked then you can't buy those on any other platform or P2P. You can only buy tokens from official ICO website at official price.

Again IEO coins are available to buy from an exchange where it is launched.And IEO means Initial

I think you don't know the difference between ICO and IEO. All the IEO token launch on exchange for initial sell, but its depends on team if they want to presale in their official websites. But all ICO sale happen on their official website or via smart contract.  I don't know why are you looking for ICO since it's not benefited lately. But you may take a look on Announcement (Altcoins), there is lots of IEO & ICO announcement threads. But I will not suggest to buy any ICO token lately, there is lots of scam happening on that field.
