Yes, you can donate blood with a tattoo if it was done by a professional in a clean place.but most importantly, after getting the tattoo, you may need to wait a few months and ensure there's no infection.

Just curious, does a scar from a wound count as a tattoo if it shows up on the skin?

It is a 100% certainty for a person with tattoo to donate blood as long his blood is not infected with disease or any viruses. After getting tattooed it is very helpful, medically to stay about 12 months before being able to donate blood

Well I like to give blood every year and I do not think it is a problem with this. I have seen many times people that are covered with tattoos who are giving their blood.

If there is something wrong with your blood they will tell you.
