Don't even think about sending coins to their hot wallets with only your phone number on file. They will want much much much more than just your phone number. And even after you provide your complete ID and credentials, there is still no guarantee that you will be given permission to move or spend those coins.
Bittrex is now undergoing a time of heavy turmoil. Just browse through the exchange and fraud sections of this site and you should see the extent of the damage they caused their customers.
I suggest you sign up, provide your own phone number and complete their verification requirements before sending any coins to your new Bittrex account. Signing up is always easy on any exchange site. So is depositing coins or money. When it gets to the withdrawing part, that's where the challenge begins.

For a basic verification i only had to give them my personal dates like name, date of birth and address. A phone number hasn't been needed.
Bittrex asked me to enhance my account some weeks ago; i didn't do it and now it says "Your session has expired..." when i try to enhance.
Is it correct that there is only a specific time range to enhance the account? Can i try to solve this problem via support ticket? If anyone encountered with the same case please let me know.

If you have been reading about that is going on with Bitfinex and other major sites, phone number will be the least of information you have to provide which will even be verified before anything can be done.Swim wants to create another bittrex account anonymously.
The crypto market has gone beyond this point and the site you are focusing on are the ones who can do without you and they are big enough to get the attention of regulatory authority which force them to do the right thing.
Even if you manage to get a new phone number will you also get a new passport and ID? Mind you in verifying your account they don't only cross check the phone number with their database but also every details you are providing for that effect. If you then register and you have to verify before withdrawal, it then means you either comply or forfeit your funds with this condition that you have accepted in their Terms and Conditions.
Your fear of releasing your details to the government is valid because all that will be needed is the right court judgement and warrant then you are good to face whatever the government is bring against you.

For sign ups, yes. Verification only needs for withdrawal purposes.
Unlike in the past where Basic Verification requires only phone number, it's now need documents. And as what I heard just less than a month ago, those who already verified asked to be verified again or their verification status is back to Basic or something like that. I think most exchanges now are removing mobile phone verification as what XAPO did recently.
