You sure can buy BTC through mailing money; there's plenty of them on Paxful (click for link). I haven't used this particular method of payment in a while on Paxful, but as long as you follow the seller's instructions you should be good. I would suggest transacting with higher reputation users for cash by mail though, as this is definitely a higher risk method of payment.

A few years back you could find vendors who sell coins and accept cast via postal mail, I know this is not recommended but if you are willing to take the risk for a small transaction, then you don't have to get involved with escrow sites that don't work if you only connect via public wifi and TOR browser.
And if the seller is listed on one of these marketplace sites then you can see his ratings.
But I looked on localbitcoin and there is no way to contact the sellers... are there any sites to find seller as I describe or does anyone know any? Thanks
