Did you already try to log in while in the US?  If so, wouldn' that mean you can't log in from outside the US since they seen you already logged in with a us ip address?  Thus having someone or you going to another country logging in with non us ip address won't work?

I did not see any email from Binance in 2020. I have some funds in Binance now but it seems I cannot withdraw them anymore. How do I make it work ?
And, not so important question, but, why is Binance blocked in the US now!

You can try to use some vpn to access your old account from any other allowed country location and you cant then login and withdraw funds if you haven't passed some kyc verification before and it should work just fine.
They released their separate Binance.us website for American customers but they have limited selection of coins, and if you have some complains then better complain to strict gov regulations or don't use unregulated exchanges.

YOu can try their support. but I tell you one thing that could take too long. the most easiest way is to find someone who you can trust and he's from another place not from US. give him access to your binance account and let him withdraw them.
binance have a 2 BTC deposit and withdraw limit without KYC for every 24 hours.. so I think your problem can easily be solved with the help of someone.

Binance started to restrict the US customers in 2020 itself and they announced the restriction in 2019 so every customer may be aware of this. If Binance wants you can recover your funds from Binance but you should complete your KYC as mentioned above and it will be a time-consuming process. ALready someone said that he can't recover funds for being US resident but its your turn to ask the support for further details.
I did register and entered my SSN and got verified instantly. binance.us say they can't help, and now I have asked binance.com. Doesn't look very good so far. I don't understand there might be so many people like me who were inactive or the email went into spam and they didn't know what was happening. Luckily I had a smaller amount.
Few weeks ago, I was able to recover large amounts from localbitcoins. They were fast and very helpful.
Since your funds stored in Binance.com account then they are the one who can support and wait for their response, hope they will give something positive. Localbitcoins is same as a custodial wallet which also can't be used to store bitcoins even they restricted people but US is not on the list so you were successful and keep in mind that if you have thought of not accessing your funds in near future then you must move them to your wallets from exchanges before taking the break.

For the time being you can reach their support to recover your account and send your assets to their US-based exchange, well, KYC is required to all US users afaik.

As you can see on the message they sent to you, binance has a separate platform for its US-based users which has different terms and whatsoever. Its because of the us regulation/law. FAIK this happen when US authority launches a legal case against BitMEX.
