Yes, you were correct. Are there any legit Transaction Accelerators out there? Noticed viabtc.com is down... Also, if I use manual fees I assume it would take forever to get through the blockchain?

If you're willing to pay there is pushtx.btc.com but I wouldn't use them unless you need an urgent transaction, It's fast enough but again, If you're transaction is size is big, It's going to cost you much and you will have to pay using BCH or Wire transfer.

ViaBTC still works, but fills up in a few seconds every hour.

If you can manually go through your inputs, you can select which ones are worth using at current fees, but I don't think Electrum allows this. If you want to go full Bitcoin Core, you can import your private keys, download the full blockchain, enable coin control features, and go from there.
I would just wait it out until fees are much lower again. Fees already dropped 85% from the peak last week, if it's low enough you can consolidate your small inputs without paying $400 on fees.

I can't emphasize enough how important it is to consolidate small inputs when you can, instead of keeping them pile up until they're worthless due to high fees.

Antpool is the only "legit" one I would recommend, but forget trying to skimp on fees by using them, as they'll still prioritise higher fee submissions.

And no, if you use manual fees, you have the best chance of getting it confirmed to the timeframe you're comfortable with. In fact, this is the only way to ensure you pay the right fees. Before making your transaction, check with an estimator like: https://bitcoinfees.earn.com The charts there show you the estimated timeframe for confirmation based on fee (with a 90% chance).

Before you finalise the tx, you can always click the Preview button in Electrum to confirm all your fees and other tx details are in order.

I could be wrong but It's possible that the rest of the funds are not spendable because your transaction is big and require high fees (maybe you received multiple small transactions).

So I have 0.03485753 BTC in my wallet but when I try to send it, the max I can send is 0.00672149 or $94.55 as of now. Does anyone know why this may be? I have no unconfirmed transactions. Thanks in advance.
