i just realized you guys are still answering my question!

thanks, but as i mentioned in the edit it was just a 503 error which meant MIT servers were down for whatever reason. i tried after a while and it took me a couple of times but i succeeded.

Yesterday I posted a tutorial explaining how to use Gpg4win to verify electrum downloads. It includes the same link as yours (copied from the electrum website). It worked fine yesterday, and today gives this error.

When you are finished just make SURE that you verify the fingerprint on the key.  Refer to below:

The link you provided is loading without issues for me at this time. Perhaps it was a temporary error? Is it working for you now?

tried without the -keyserver hkp://pgp.mit.edu first and both of them didn't work.
is there any other way
