I've definitely gotten 7 cards on the board.

The 7th card was a pain. When I pressed the power button, nothing would happen. If I pressed the power button again, the PC would turn off immediately. This tells me that the PC didn't even start it's boot cycle. It takes maybe 3-7 tries for the PC to actually boot into Windows.

Once Windows did start, I had the same problem. 6 cards were recognized, but the 7th was either not recognized or had code 12, 43, or 11. From the "Device Manager" menu, I uninstalled the card (if it would let me), but don't delete the drivers. Wait a few minutes and "Scan for Hardware changes".

After a few restarts and a lot of patience, the 7th card finally did install successfully, and now I'm hashing at 210mh/s!

I am using the most recent bios from MSI (1.7 i think?)
I am using MSI RX 580 Armor OC cards, x 7.
I'm using Ubermix 3.1 straps, which get me 30mh/s at 2040 mhz.
I still need to undervolt and potentially bump up the mhz to get another .5mhs per card, but I was so happy to get all 7 cards hashing last night at like 1AM.

One more thing, I used the mutated driver. I copied 16.9.2 into 17.5.1, but I did NOT use Pixel Patcher. Using this has actually caused more problems.

I'm finding it's just a combination of the motherboard and the RX580's with the driver trick that is causing all sorts of problems. Yours sounds like more of a mobo issue.

My problem is I can get it to see the 7 GPUs, but stability issues from hell. I have one running solid with 7 gpus, but the other two mobos will not run with 7. It will only run stable with 6. I tried to isolate and see if it was a particular component such as a riser. I've switched around all the video cards several times and it doesn't matter which video card is out of the rotation. It only runs right with 6 and always shuts off one of the video cards when claymore starts. It flickers and then GPU 2 or GPU 3 will hit 0.00. The exact same GPU on both boards - and again, doesn't matter what GPU is in that slot.

So then I thought maybe it's the slot - well the slots work fine if there is only 6.

I've done all the typical things:
updated bios
4g enabled
Gen 1 - tried Gen 2
UEFI - windows 10
driver trick
switched out risers just in case

Plenty of power - 2 PSUs 1300 with a 1200.

Components:
MSI z170a pro gaming carbon
EVGA 1300 / HP 1200
7 RX580 MSI
Kabby Lake CPU

Tried all sorts of Claymore settings, voltages, intensity levels, etc. I've been up for two days trying to get it to run right. It is infuriating not to mention, tiring.

Updated to latest bios, tried 2 different risers and tried them on another gpu they work. Tested the slot with single GPU no card detected

Not even with a single? Well that smells like a malfunctioning motherboard to me. I'd try several different GPUs just in case and if nothing works you should probably take it to the seller and use your warranty. Does it give out a single long "beeep" sound when you switch it on?

Did you update the motherboard bios? 7 cards won't run on the stock bios.

Also, could be a bad riser.

I can find 6 after hours of troubleshooting this is what ive come up with.
My computer will detect 6 GPUS if the first pci slot is not connected. Connecting to the first pci slot my computer only detects 5 GPUS. I cannot get it to detected 7 GPUS when I have all 7 slots connected, it only detects 6. Is it a bad slot or a setting in bios I'm missing?

Did driver copy fix, enabled 4g, peg 0 and 1 to gen 2, used pixel patcher and DDu, windows is uefi mode,

I'm using windows 10 64 bit
Z170A Pro Carbon
RX 580 8GB
