The correct way to report a user is to "report such user to the moderators", it's easier and better than making a post or reply to a topic about it. But on a side note, what is the reason for reporting this user? for the fact a user woke up after a long time is invalid to report the user, you can choose to keep an eye on the user till he or she does anything shady.
He is off-topic here (as are we). But making a post to later link it in the report for the moderator is something some people do.

What makes you believe they are scam links?
It's in his post... and it's enough evidence to assume they are scam (infected) links.

You can't get the cool down below 4 seconds, I'm also stuck at this limit which I sometimes run into while reporting several posts or topics in succession.

I am surprised to see no one talked about IP whitelisting or something that allows the user to get rid of the cool down period. If I am not wrong then a global mod can do that which will whitelist your account and you can report without waiting.
AFAIK it doesn't get rid of the cool down. It just gets shortened to something like 4 seconds. And people did talk about this. OP even asked how he could get that:

There must have a way to report a spammer profile in one click.
The extension linked achieves that. It creates a series of buttons at the bottom of every post, which allows you to one click report a post with a pre-set comment, all in a background tab without interrupting your browsing. It will also queue up your reports, so you can report as quickly as you like (but will have to wait for the queue to clear before you post again). Since you have a longer cooldown than the minimum time of 4 seconds, you will need to tweak the timings so it doesn't return an error page. You can also tweak the buttons, add new ones, and change what it writes in the comment box if you like.

If you don't have much javascript knowledge, I'd be happy to tweak it for you as needed. Give it a try and see if you like it.

I must have to wait to report spam posts. I can't report posts instantly one after another.
even as fast as you can click button report, you would still need time to find the next spam post
so I doubt you will need to do insta reporting, the 10 seconds delay shouldn't be an issue here
are you using a tool? if not, you may want to try [HACK] One-click mod report, not for the faint of heart

I open a lot of tabs with all the spam posts and report one after another. The problem is if you report one post, you will redirected to the board, not to the thread, it's a boring procedure if I do on that way.
Haven't tried the extension, will do sooner.

I would recommend, if necessary, to add some custom buttons (either to target multiple posts or to target specific types of issues)
For the extension or for the forum? There must have a way to report a spammer profile in one click.

I used this and changed some configurations in order to queue a large number of reports. I believe that at one point, I've had over 30 pages of reports all going through the automated system.

It seems only to be applicable for newbie/jr member, newbie requires 360 seconds gap between their post/report which can be reduced by 75% if they purchase copper member. For member rank account, copper doesn't add any extra feature.
Correct me if I'm wrong.
You are right. Actually, you already have a better cooldown time (due to your activity) than a Newbie that bought a copper member upgrade.

You can buy a Copper membershipt here, but I don't remember if it only affects PM limits, or if it changes posting/reporting limits too.
I assume it also affects the report cooldown (and every other action cooldown: login, post, etc...). At least that’s what I get from theymos post.

You need to have considerable amount of reported posts to get considered to be a Mod.

But I guess it won't work if there is no separate local board for you so better to create a thread on Meta explaining about why you want a local thread for your country.

Just read up old thread about this, rank member need 10 second waiting for the next reporting.
When you always good  reported, it should be whitelist become.

There must be some sort of rate limiting to minimize damage in case of a spam attack, if there are many posts you want to report, and they are all in the same thread one after another, making a single report saying to look at the next comments is enough.
I'm reporting posts from my local, there's no moderator from our local- not even a separate board for us. We all are posting in a single thread. Asking for checking the next post/comment will probably not work in this case, if it was English, it would've worked.

Guess if you have more activity and higher rank the timeframe for reporting will getting shorter !
That would be more time consuming for me. You know I'm not an active poster although I visit this place most often.
