Best way to verify what happened is to get the transaction Id or sending address and put that in a block explorer like block chain.info.

There you can see exactly what happened if the transaction got broadcasted to the network.

Are you possibly sending BTC to another address(es) that is(are) associated with the wallet that contains the sending address? If so then on the transactions page of electrum, it will display that the amount of the TX fee being deducted from your wallet balance, however BTC will actually be sent from one address to another.

The reason for this is how electrum handles the display of change addresses.

No I dont escrow anymore.
This is my first time using Electrum.  When I send bitcoin it all works.  I get the confirmations, and it takes the transaction fees, but it doesn't send the bitcoin.  Any help would be appreciated.

That's impossible. Can you post the transaction ID? And what does it say under "amount"?
If you're sending to an address that belongs to the same wallet it'll appear as though you only sent the fees.
