You can also have PMs be saved to your outbox by default by changing a setting in your profile.
No, it works fine, I send PMs all the time. There is a checkbox at the send pm's page to send yourself a copy.

Reverse engineer from time to time
I've observed for a while, that when I send a PM, it's not in my Outbox, and I get no verification it was sent, so I believe it's been disabled.
