Blockchain is often considered of a solution of corruption problem. For example tokenised real estate and land cadastres can significantly hamper any fraud from any part of the market including government. As I know, this is the way Georgia goes.

So I have two questions:
1) do blockchain could really reduce corruption to an insignificant level?
2) are there real cases of implementation already?

Would be nice if you guys just provide a links, I'm sure I'm not the first one who asks something similar.
