There are a few, but they're not real common.
Best "low-cost" one I've worked with are the Termaltake H34/H35 series.

*MOST* full-tower ATX cases only have 7 card slots some even have only 6.
You need *8* or more to fit 4 "mining" class GPUs into a case.
One nice thing about that case - all of the drive bays are removeable, and can be refitted into several different positions, so it's fairly easy to get a pair of Delta (or any other high-flow 120mm x 38mm) fans mounted into the front of the case for good through airflow without having to cut ANYTHING.

Once again, MOST atx FULL-TOWER cases have room for 4 GPUS. I don't know what FULL-TOWER cases you were testing but you must be very unlucky.
The Corsair 900D which I recommended has 10 expansion slots - plenty of room for 4 GPUs. Now, here is graphical representation of what I said -

your man selected and I added a filter for FULL-TOWER ATX. As you can see of the 300 possible cases you can purchase, 266 of them WILL accept 4 GPUs. As is also painfully evident, there are no FULL-TOWER ATX cases with 6 expansion slots and only 32 of the 300 have 7 slots. Come on mate, who's the man? Give me some loving.
