The charge you are applying is way too higher and it should be minized to somewhere around 10 percent to 30 percent depending upon the money amount . You are charging even moee than virwox .
Hes looking for people using stolen cards on paypal, and for the people who do, 50% of 2000usd wich is max is quite nice profit from 1 card.
It isn't really a fee but a markup on a service that he is trying to pull off.
There is risk in charge backs so he is gambling on that.

Yeah someone here has offered me 40%+ to 50%. I'm a newbie here, and I didnt came here to scam people. But some trusted member here is adding a misleading thread which says he will ask 15% as long as you can prove your paypal account. And at the end he will ask you for more percentage. Imagine he will only give me $7+ worth of btc for my $12.29.
