I think you're confusing IANA and ICANN, and neither of those "runs" ccTLDs, each is designated to the nation it represents, many of who have decided to "outsource" the management of the registry functions.

Stay on the right side of the law, and your domain is safe. Do something illegal and your domain will get seized. Hardly rocket-science ...
