How do you know what proportion will participate. All you can do is work out a lower limit (and maybe not even that).

Useless. There are way more bitcoiner than people on this forum...

If we spread the word about the Census then almost every bitcoiner will take part in it. At least we'll see if bitcoiners are a community.

One satoshi with a fee of 0.01. Sounds a lot to me. But ok.

U can add this payment to any transaction, so technically the fee will be 0 BTC.
