Did you KYC verify the account before or after withdrawn attempting?
I use this exchange for along time, every time when I have a problem his support answer me very fast, almost instantly.
Also, did you try to contact @CEX here? I saw that they often respond here and trying to help. This is his official account: https://bitcointalksearch.org/user/cex-148073
On his status page https://cexio.statuspage.io there is no known incidents.

It's more than 72hours now I made a btc withdrawal on Cex.io and I'm yet to get the coin in the receiving wallet. The said coin is no more in the cex account balance, no btc in the receiving wallet and no record of the transaction on blockchain network. I have messaged Cex support team more than 19 times and no response whatsoever.

What could be the problem ? has anyone experienced this before.

We would like to mention that the case has been resolved and the transaction in question has been successfully processed.
The delay was caused both by increased activity in the Bitcoin Network and by our security mechanism. Regarding the last, you may know that currently, there are a lot of fake brokers and scam investment services that deceive people and steal their money. CEX.IO cares about its users so additional security precautions have been implemented.

i noticed this in my payment history 'Your payment is under compliance review. We will email you if any details are required.' why the need for all this when it is not Fiat.
Well, that's your answer then. There is no point sending them more emails or support tickets - you will just have to wait for them to complete their "compliance review". Unfortunately, centralized exchanges spring this kind of behavior on their customers all the time - they let you deposit, let you trade, but then as soon as you try to actually withdraw your money from their platform, suddenly there is something suspicious about your activity and they need more information. Have you deposited or tried to withdraw to somewhere like a casino, betting site, or a mixer? Often exchanges will flag you up for that. If you haven't completed KYC yet at Cex, then I would expect that they are going to ask you to, and you will have to decide whether to give up your personal information or lose access to your coins.

Even without using fiat, centralized exchanges still like to police their customers and decide what you are allowed to do with your money. To avoid situations like this, I solely use decentralized exchanges.

Yes the transaction still pending on Cex.
In which case, the transaction is in Cex's queue and has not yet been broadcast. They may be waiting for a sufficient volume of withdrawals to batch together, or they may have other internal factors going on which is slowing down the process, such as the recent spike in transaction fees and backing up of the mempool. I would also check your email and make sure they haven't seen you a notification saying they require additional information, KYC, 2FA code or something else before they will process your withdrawal.

There is nothing anybody on this forum can do to help. The only people that can solve this is Cex. If their support is not answering your messages, try reaching out to them on social media: https://twitter.com/cex_io

Not my first time. I have used Cex for btc transaction more than two times. but this is the first time of having this problem. Yes the transaction still pending on Cex.

Is this your first withdrawal from CEX ? Is your transaction still pending on CEX ? Or nothing showing? If the transaction isn't appearing on the block explorer, it does mean CEX didn't broadcasted the transaction yet. We are unable to help on this case and only CEX could help you. That's what the problems with centralized exchange.

Did they confirm a txid with you on your withdrawal and did you check you gave them the right address (if its on a confirmation email).

No they did not send transaction Id. I used the mobile App. The address is correct I doubled check.
