You might need the atipdlxx.dll from an older version of MSI AB.

I tried using MS AB, but it still said that it was running 1100mhz/1500mhz. In MS AB it showed it was 300/150
What should I do?

Go into the MSI configuration file and change this:

UnofficialOverclockingMode = 2

When you reload AB, click accept, and then you should be able to lower the memory clocks.  I've found that 300MHz is the sweet spot for 7xxx cards.

Read through this thread: https://bitcointalk.org/index.php?topic=101066.0;all

Short answer: CGMiner uses ADL, which can't clock the memory lower than 150MHz lower than the core clock. You need to use MSI AB with some tweaks to lower the mem speeds lower. MSI AB will also allow you to Undervolt, which can save you a hell of a lot of power/heat problems.

Hello everyone,
I wanted to change the memory clock on my 7970 to 270 mhz to reduce the heat/power.
However, it seems like every time I go into CGminer it goes to 1500 mhz clock. (Except for one time where it actually underclocked the memory to 270 mhz)
How do I make the memory clock on my 7970 to 270 mhz?
