If you only want to use one address, just create one and manage everything via the blockchain API or any other one.
Bitcoin daemon is not configured to work like that

You can use coin control but it's not advised

since it's not a best practice to limit one address to use as change addresses, I don't think it will be included in the official bitcoin daemon. you have to patch the code or create raw transaction.

That's a horrible idea.  Why would you want to do that?

Regardless, you can use createrawtransaction if you really want full control over which outputs are being spent and exactly what outputs are created.
