If you want to make it fast , you can try sending by paypal as gift option and after legal procedure your BTC will be sent to you fast. If you agree you can make the deal for sure.

1. Gifts can be reversed.
2. Paypal's personal payments are blocked in many countries like India


2. Paypal may not accept personal payments but when sent as goods/services they are accepted by paypal rapidly .
1. If gifts can be reversed he can try sending directly or use escrow.

Once you have negative balance if Paypal has your bank info they can follow it up with your bank and send you legal notices to your bank address. Failure to settle the dispute may result in your assets in the bank being frozen & liquidated.

But this all depends from country to country.

Since I don't go on Paypal often, I don't even link it up with my bank so it's unverified. What will the consequences be?

If you have an unverified paypal your funds may never be cleared in the first place. It enters a sort of auto dispute where you would have to provide the legibility of your transaction.

If I do buy the paypal from OP, can I use it to buy something so even IF he does reverse it, I will already have spent it?

What happens is you spend the money, he reverses, you are left with a negative balance. I personally don't know the consequences if the account balance is left negative, but I can't imagine what they can do to you without an address, SSN, bank information, exc.

In all seriousness, I will withdraw your sent money to my bank which could take upto 5-10 days. Thats why the wait. If you disagree to the wait period, chances are you will be tagged as a scammer by someone.

Possibly because it's Paypal and highly reversible for 180 days? Paypal and BTC are not a good match.
