No, the last account won't have the amount reduced. Imagine if I use a Vanilla gift card and cash out to my Paypal account, then I buy something online and pay with Paypal. The next day I get the item, 10 days after I receive a chargeback notification (but the money is gone). Paypal won't deduce the amount from the shop account.
It's a problem between Paypal and you, not between the shop account and Paypal.

I think yes the 2nd account can be affected so make sure that you are dealing with trusted sites.

While searching I found a site with reviews and complains about the site it looks like there are many bad reviews about this site. So, I suggest that you stay away from them.

Hello , I am cashing out  vanilla gift card via my paypal account . sending to another person paypal account in the USA . Been reading about chargebacks on vanilla. If there is a charge on the vanilla card I loaded into my account , will it affect the account I send the money to ? or it will only affect my own account ? I need to know urgently as i have done like 3000usd transactions so far
