000webhost is not a good idea he whish to host a blog so obviously he'll also try to get more and more traffic I bet using 000webhost he'll end up just with a bad experience but however he may go with partner site of 000webhost that offers monthly hosting for about 4.95 USD .

currently I'm using hostitsmart I pay only 1.6 USD for hosting my faucet but they don't accept bit coin you can use PayPal or debit/credit card but if you want to pay only in bit coin then I can offer my service I'll setup a hosting account for you if you send me 2 USD worth of bit coin , its just a offer it's up to you what you chose .

Go Daddy is always a good option for cheap and reliable web services .Though it will be more than a dollar for a good package including a Cpanal and linux ,you can always use couple of promo codes available on the internet and make it more cheap.BigRock is a nice alternative too.

Avoid registering your domain to your hosting provider, just register your domain to reliable registrars like namecheap or godaddy so you won't gogaga when your hosting raise the price of their hosting plans. I've experienced such and that is such a hassle.

I am using host1plus 2.5$ plan from few months without problem. They even offer 50% off on first month also. I also think if you have 10$ than namecheap share hosting with us datacenter will be the best option for first year after that you may switch or continue to pay 39$ per year.
