if you want to work any deal like this then it would be best to use escrow and have the escrow hold the account for a predetermined time frame and would refund the buyer in the event it doesn't have enough activity if it was sufficient posts. but it is still up for the seller if he is willing to do refund just in case this thing happened. so i might want him to confirm this
I can confirm this. But there is no need for refund because the escrow can check the account prior to forwarding it to you.

i think he won't , he is just giving you an idea but you can't make it sure that it will reach that activity levelbut sure it will reach if not now then later

If he did that then everyone would know the identity of the accounts and fewer people would want to buy them because people generally do not want to own a known purchased account.
