That's correct, but I have realized that most people online use VCC/VBA to verify their paypals and if or when their accounts get limited they are unable to withdraw the funds from their accounts and that is where I come in with a withdrawal service at a fee.

I think , I have somewhat idea about this he is offering .
He is providing his clients the withdrawl service . Like one member of india own a old paypal account of another country. And his paypal account got limited. OP can do something like he can cashout that limited funds by paypal.
Its just my guessing. Not sure about it.
That's what I am offering, but I only cash out accounts that were originally created by the member, non hacked accounts.

Op Is providing paypal money cashout service to peoples whom paypal accounts are limited from 180 days or more. After paypal limited your account , user is not able to send any payment. So Op may have some trick or method to withdraw that money from limited paypal account.
