DNS leak issues are common among most providers. Sooner or later, it's bound to happen. One time is all it takes. What I tell people is to use a VPN just for casual unblocking, because that's all I can say. If you download torrent i highly suggest PRIVATE INTERNET ACCESS as it can forward ports.
Though Windscribe VPN is expensive it is by far the best VPN i've seen. You can check reviews, just google.
HMA is also good but not that good.

I don't think having a different ISP matters. You can try the trial version of Hotspot shield from their website. If that works for you then this will surely do.
