Have a look on the waves platform. They are testing now Waves NG, which makes it the fastest blockhain platform in the world. BTC can handle around 3 transaction per second, Waves will be able to handle 100 per second. Also, on the waves platform it's very easy to create your own token for very low fees.

Blockchain is indeed not an easy thing to pick up but should be doable if you have good experience with C++.

Perhaps LiteCoin is worth checking. They have quite active community and all code available on Github: https://github.com/litecoin-project/

May I suggest going to toptal.com ... they have a great selection of Devs ... just to put into perspective I created a coin from strat fork, 370 hrs x 71 per hour is what you should expect ... but this was not just coin creation, we created a platform. DM me if you like

Do not trust the government

Sure, just take Bitcoin and hardcode difficulty to 1. That will make confirmations instant and there will be plenty of space in the blocks, so the fees will be low.
As you can see, this will make plenty of problems and you must ask yourself on how much security and stability you want to sacrifice for speed. Bitcoin was created to be what developers thought the best option. (10 minutes for one block on average)
