Price on yobit remains lower than market rate most of the time and they accept deposit via perfectmoney with 0% fee. But they don't accept bank transfers or wire transfer. If you have some perfectmoney than you can try them.

You can see all the trading pairs for Bitcoin here: https://coinmarketcap.com/currencies/bitcoin/#markets

However, if an exchange has a "lower price" than another, it's probably artificially created by:
-A problem or a delay with the exchange's fiat deposits or BTC withdrawals.
-High spread between the buy and sell prices.
-High exchange fees.

Anything outside of that gets arbitraged to death very quickly.

Cheapest? It's up for your own preferences if how you define cheapest price.

You can look at some websites where they have a real time price monitoring of some of the exchanges. Examples are; bitcoinwisdom.com, http://bitcointicker.co/ etc.

Then it's your turned now to compare the prices.

Now that btc-e is gone can anyone recommend an exchange for cheapest bitcoin price?
