The total supply is the total number of tokens that will ever be created, Mined or be in existence, why circulating supply is the amount of tokens that is currently in the market AND AVAILABLE TO BE sold on exchange, these variable are very important because when a project has a vesting period and when the vesting period laspe the tokens enters the market and create extra sell pressure on the market

total supply is all coins or tokens that already planned from the beginning for example bitcoin that only have 21 million BTC for all of the time
and circualting supply is all coin already mined or being handle by people in their wallet and coin in the exchange for example the circulating supply of bitcoin is about 16,899,362 BTC depends on coinmarketcap data

Circulating supply is the amount of coins, which is available to the public and exchanges.
The total supply is the maximum amount of coins, which can be created or traded. There will never be more than the total supply (eg. Bitcoin has a maximum supply of 21 million BTC.)
The total supply will be included the developer expense and another marketing amount. But in some project the developers are taking some percentage of the total supply of their self. But this only applied to the coin that based on the ico distribution through the crowdsale.
Some PoW coins were creating or taking the pre-mined token for the developer too.
