There are cheap inductive probes (useful enough for estimation on AC only), Hall probes (useful for both AC and DC), and fluxgate magnetometers (very expensive and way overkill for our uses). I recommend a Hall probe since it would come in handy to measure how much load there is on a PSU. A decent one starts at around $60.
There are two kinds of AC clamp meters:
1) The $20 kind. This takes some sort of average multiplies it by some number to get an ESTIMATE of the rms (root mean square) ac current. No mention of rms in the specs.
2) The $100+ kind. The fancier ac clamp meter will advertise itself as a RMS clampmeter in the spec sheet. A true ac (60 hz US) rms clamp meter I believe actually samples the ac current X number of times per second to arrive at an RMS value.
There are actually cheap wall plug kill-a-watt clones that actually measure from 100V ac to 240 V ac on ebay. You could wire up one of these clones with a PC power cable with the special PC power cord male and female ends. You then insert it in series with the PC PSU.

Since I have installed 220 for my rigs I have been trying to find out how to measure amps at the panel for each receptacle. I know I can buy a meter and I will eventually, I just want to do a quick check for now. I will post pics below but I am using 2 nema L6-30 receptacles running in parallel to a 60 amp double poll breaker. I am only running 1 receptacle for now but with it having 2 hots and a ground I am unsure how to measure true amps with a clamp meter. Do I clamp each hot from the 1 receptacle and add them together or does 1 hot wire from the receptacle represent true amps?
grab a metered PDU , you can get the used adp models , they show amps and i think wattage usage
clamp over 1 hot and you will get amps for that leg
