Power consumption is crazy but the temps are really cool. What's the ambient temperature?
Please undervolt your cards using OverdriveNtool. I used to get around 29-31 MH/s with cards like RX570s and RX580s consuming 65-75W per card and the temps being 65-75C.
Drop the core clock and memory as much as you can until the card becomes unstable and pump up the memory clock as much as you can.
Also, try different modified BIOS according to the memory vendor of the cards.
NOTE: Please backup BIOS for each and every card individually before performing the above. If you brick it in the process, it's a pain to get it working again.

So I have 8 RX 580 GPU

On cudominer I was getting 140-168 mh/s. I tried over clocking but only 7 out of 8 gpu would ever get 100% utilisation. I am currently trying claymore but 2 cards are only doing 9mh/s

I think you need to set each of your card in a compute mode using radeon software, that was my problem before, I am using 20.4.2 and I got 30.6MH each card, I am using Sapphire nitro+ 570 8gb (micron) I think there should be a better result and I may get 32MH each, but i will try it later.

If you are getting 9MH/s it usually means that they are running at 300mhz engine core clock and not the operating engine core clock. With Claymore did you manually in the config file put in any overclocking values such as -vddc -cclock -mclock ? Maybe take those values out because they are causing issues.

If that is not your problem then try and plug in a monitor OR hdmi emulator cable to the GPUs which are running slower. Some operating systems and some GPUs only run at 300Mhz unless you got a monitor plugged into them. Usually you only need to plug it into the main PCIe 0 slot (x16 rail) and the rest should follow.
