Someone sends me paypal, I send them bitcoins, then they do a chargeback for the paypal.
"chargebacks" and "disputes" are completely different things
If someone initiates an UNAUTHORIZED credit card chargeback or bank ACH dispute you cannot win UNLESS it is for a physical item shipped to a confirmed address with tracking. PayPal sometimes requires a signature as well, however, if the amount is over $750 USD a signature is always required. In this case, even if PayPal does not win the claim against the bank/credit card, PayPal takes the hit and funds the amount because it is covered by their terms.
The above statement is about UNAUTHORIZED chargebacks. Chargebacks for items not received/significantly not as described are basically the same. ALL "chargebacks" are initiated by a 3rd party, NOT PayPal.
There are then all the standard PayPal initiated disputes. Which are not chargebacks initiated by a 3rd party, but by PayPal.
