Is it all notifications you are not receiving or a specific type? If it is all notifications your public keys may not have synced with the server correctly, try generating a new address.

so the only time i got an email is when i changed my email address and I had to verify.

In the email it says "Notifications: Notifications Are Disabled"

so ive only gotten an email when i've changed the password, but i dont get any notifications for sending/receiving payments.

how can i generate a new address?

edit: it doesnt email when i change password either
