Come to think of it.

Why don't you just use a (dutch or international) Telegram service?

Because I don't live NL or speak Dutch? Because I want someone print it out and drive one hour instead of sending from Australia? Maybe $100 is a lot for you. It is not for me.
You could send it with UPS, USPS, DHL, EMS. There are more than enough choices and they all are cheaper than paying someone $100. But well, if someone has to print it out (thus seeing what is written) and drive it there, I don't think there should be a problem with this.

I do recommend to use escrow with this. People love to get $100 for no work, aka. scamming you, if they can.

Well, if one can see the content of the letter because it has to be printed first I don't think there could be any problem.

But it has to be hand delivered? Too bad I don't live anywhere near Friesland.

I could deposit it in a postbox for normal delivery though. Most of the times the delivery happens the next day, but unfortunately PostNL doesn't guarantee it.

Because you must drive to small town that may be far away. If I knew that a person lived in same town I would not pay so much.
Once again, why would you pay so much? You could just use PostNL and save shittons of money.

Why would you pay so much to hand deliver someone a letter? What does the letter say? What's inside the letter? This is very sketchy and I advise everyone to stay away from this until OP clarifies his intentions.
