What would stop a cloud computing service from launching their own coin, allow people to mine it, and then base transaction/mining fees on what a person mines? That would be your payment for using their computing power
Granted the fees might be a bit higher, but you are getting a cloud computing system to use for free basically, providing you mine their coin.
You can then use the cloud computing for other stuff as well.
All of your fees would come out of what you mine.
