then I found out that it was because I used different IP for each login and used it on different devices with different IPs. I haven't encountered this situation before, it seems like coinbase just changed their policy to be more strict to protect their users.
The tip when using coinbase is only to use 1 fixed IP, do not change too many IP, otherwise, they may continue to lock your account to ensure your safety.
Are you sure about this? Because modem assigning dynamic range of IP address are designed to used like that unless you configure to have it as static assigning which probably coinbase knows a lot about it. Unless a VPN, new device or new browser is used and it will trigger their system.

Though disabling the account looks like not normal to me for every suspicious login, except when changing email or password.

I mean using a fixed IP of a certain country, not a static IP. We are using their service, so you need to follow their policy, if you don't like their rule way then you should not use their service. I also find it quite inconvenient if every time I open the app without turning on the VPN, I may be temporarily blocked from sending money. But for security reasons for my account, I'll accept, as long as I don't forget to enable VPN, it will never happen. Logging in with a strange IP address is also considered a security change.

Maybe on other countries gives only one IP per house but here in my country even its assigned in dynamic range or DHCP mode the IP change if you turn off and on the modem atleast on my case it changed.

It always happen to me everytime I change password or use other device it start since 2019 I guess.

even after waiting 24 hours 2nd time getting this.

even after waiting 24 hours 2nd time getting this.
The Coinbase account was not disabled, mate, only sending crypto was disabled, and this is a natural security precaution to protect your money from theft, and this is due to several factors:
1- You may have used a VPN and changed your IP
2- You may have used another phone or browser to log in
3- You may have changed or updated one of the security settings of your account
4- Perhaps Someone has accessed your account and opened it

Do not worry, after 24 hours have passed, you will be able to send the crypto, but you have to wait for this period after that, you can use the phone or computer that you usually use to log in and you must stop any applications that change your IP and remain the same as the previous IP, you must log in from the usual browser or from a usual mobile application, if the problem persists and is not resolved, contact Coinbase customer service.

Are you using different IP and device every time you log in to your Coinbase account?

It sometimes happens to me when logging in with different devices and IPs since the mobile internet keeps changes every time you turn on and off the data.

I suggest you to try logging in with their app instead and wait for 24 hours let see if it still locked.

Yes they do, generally in less than two weeks for a reply mail and when you ask another query the cycle continues so literally it may take even months to get a solution and in some cases they mark as resolved without even resolving the issue. Because I remember few members complained similar to what you are saying and it seems they never able to access their funds.

But that may not be the case always so reach out then and yes you have to be patient until their support team contacts you.

How to i get case number?

As OSS pointed out, check your email! once you submit a support request, there should be an automated reply from coinbase that your request was received which should include your case number. If you can't find the email, try searching the keyword 'coinbase' in your account or check your spam folder otherwise you may have to do some fiddling like adding coinbase domain in your contact list as sometimes the spam filters block their emails.

You can wait a few days more and of course check your email address if any suspicious activity was happened in your account.
How did you reach out to them? I've never used their help center, but it should show when you submit a ticket, if it's not there, check your email inbox.
They have a contact us page. You can write them your problem along with your email address associated with the account. I contacted their support a few years ago and I was able to get in touch after almost 48+ hours if I can remember correctly. I had exchanged 2/3 messages within 4/5 days lol. And luckily, my problem was solved.

Apparently, this is a common problem[1]. If you didn't get any steps to follow to unlock the account, you should just contact support.
