But given the Coinbase IPO their attention is probably diverted towards this short term money grab as opposed to serving their customers (which is already not a focus to begin with). Be prepared to wait.
Most of the users atleast had bitter experience with coinbase once for sure, they are not user friendly to be honest. It will take time for sure and maybe forever as well because coinbase support sucks a lot in the recent times and their support is also kind of joke since they start t send the same auto generated reply for every reply they make which lead them to no way of recovering or resolving the issue.

Any updates on this, OP?

I'd also suspect that it has to do with long term inactivity which led to Coinbase freezing the funds. I personally think that it's a bit shady for them to make people jump through hoops just because they are inactive, but as long as your friend provides KYC it should be good.

Sometimes coinbase has bugs when we try to withdraw all because it shows that we don't have enough balance to cover the network fee so it showed in that way, but I don't think its a glitch surely they put the funds on hold.

Probably more information about that funds can be found if they login to the desktop site and scroll through all the sections they have.
I dont experience this on using Coinbase because if you do tend to make a withdrawal then it would be just automatically deducted into the balance
when you do make some withdrawal or cash out which means its not really an error about fee adjustments.

This would surely talk about account verification on situations or issues like this on where it is really need to be proven out that someone do really
owns that specific coinbase account.
If the amount is worth then complying identification wont really be an issue.
When we click withdraw all funds tab then coinbase will automatically deduct the network fee but due to bugs it will show as insufficient balance left for the transaction to proceed which I faced on coinbase too often but it will be cleared when we close the app or bowser and process the withdrawal again.

It is best to hide your friend's withdrawal address for privacy and security reasons.
Accounts are usually suspended/hold for either sudden activity in the account or a request for further identity verification.
If your friend is ready to verify the identity and has proof that he is the person who purchased these coins, you will be able to withdraw them after communicating with the support team and sending the required data.

In general, you will need to verify identity.

I don't think this is tbe case either. Because according to their help page only bank deposits and crypto purchased with those deposits are subject to the "funds on hold" policy and you would get a notification on when you can withdraw them.
Also, not a coinbase user, but if it was an accout verification problem, aren't they supposed to send you an email asking you to verify your account!

I just heard someone that to try it on the Coinbase app the bug is not on the site but on their app because they allow me to send or withdraw my funds out from their wallet without providing any documents.
Is your wallet connected to your Coinbase account? If it is, then this looks like a serious vulnerability!

According to the Coinbase site, this problem should not be related to the fact that the funds are on hold - because if I understood correctly, in that case the funds should be shown exclusively in fiat value. What is shown in the OP clearly shows that the account has more than 0.09 BTC, and at the same time Coinbase claims that there is no BTC to send, really strange, although there is probably some explanation.

If this is possible, then there is some kind of bug in the Coinbase site that prevents some users from disposing of their funds without any valid reason - it's not about "pending funds - or KYC".

Actually, the case is the same as mine the reason why they hold my funds on hold at that time they ask for KYC but I can't provide any documents to verify my account on Coinbase.

AFAIK, even you were contacting any of their representative from support, they have nothing to do with it because this was their system, and might this was on the term and conditions regarding purchasing Bitcoin.  Though there's nothing wrong if you will hint a try.

You can call them if you want to talk to one of their representative on live support to this phone number, just dial 1-888-908-7930.

Customer support is the bridge between the users and the service so if something goes wrong with the said service, it's only right that we reach out to them.
And as per their word, there is no live support in phone (there is however an upcoming live support via messaging in 2nd half of 2021 — An update on improving our customer experience )

Phone

Please be aware that we currently do not offer any phone support with a live agent. You can call Coinbase Support to immediately disable your account if you suspect your account has been compromised.

There's also a reddit thread about people disabling their accounts after calling coinbase (reddit thread). It could also be that they did something wrong during the call but I still wouldn't risk it.

As always, create a support ticket and escalate your ticket number thru their social network sites

Note: when it comes to SNS, they are more active in twitter (@CoinbaseSupport) and reddit, I recommend putting more attention on those

All possible problem has been stated above and this was most Coinbase user had encountered too AFAIK.  They are freezing funds without any clear reason, some are weeks, months, and most worst if that is years.  But in your case was possible, this was already on a held long time ago since you mentioned that your friend purchasing it, and might your friend purchase cryptocurrencies with deposits and this deposit can be from a wire transfer or a debit card that commonly, these are the funds on hold.

AFAIK, even you were contacting any of their representative from support, they have nothing to do with it because this was their system, and might this was on the term and conditions regarding purchasing Bitcoin.  Though there's nothing wrong if you will hint a try.

Give us an update on how they will solve this issue.

Also, can you tell your friend to try withdrawing the funds through the Coinbase app on Android. I have experienced months ago that I can't able to transfer my funds out from their wallet but someone told me to try to use the Coinbase app on Android and it works.

I haven't seen such as problem in Coinbase previously. A long time ago they blocked my account without providing any valid reason although my account was fully verified. But they give me options to withdraw my existing funds to an external BTC address. Is your friend made transactions to any gambling sites or any illegal site that are against Coinbase terms & Conditions? Not sure, but that would be a possible reason. Also, Coinbase support isn't too worst at all. So try to get responses from the support. I don't think there is any other solution except support.

I asked them to try with android, try with coinbase email transfer method but none works. Bitmax is possibly right, coinbase may ask for KYC.
Considering the condition of coinbase supoort, I think it will be hard to have a contact with them.
KYC wouldnt really be a problem for that amount and for sure your friend wouldnt hesitate if ever they would ask out (most likely).

Nice thing that your friend had able to remember this account considering that he had bought these coins for $35 in value which these kind of
digging could really happen.

Thing now is to wait up on what the support would instruct on.

Well, you may as well try--that's not an insignificant amount of bitcoin your friend has there, and Coinbase isn't exactly on par with Yobit when it comes to customer service.  If your friend has funds with them, Coinbase isn't going to steal them.  At least you don't have to worry about that like you would with smaller, less reputable exchanges.

The KYC thing might be a pain in the ass, though, and I'm not sure how willing your friend is to go through with it.  I'm not totally familiar with how Coinbase operated back when bitcoin was $0.30 (was it even around then?), but I'm thinking they probably didn't have strict KYC rules then.  It sucks that they'll probably have to verify your buddy's ID and so forth before letting him withdraw those funds, but as long as he's willing to do it I say go for it.

Edit:  Whoops, I misread the OP.  You said $35, not $0.30.  Coinbase has been around since 2012 though, and I thought bitcoin was well above $35 that year.  I'll have to check.

If your friend have tried the above mentioned (the using of their app instead on website), then what your friend should do is to message their support and ask them how and why the withdrawal of his/er account can't be processed, and what he s/he should do next.

Since you mention that he bought it for long time ago and maybe he just login recently I'm sure Coinbase will ask for a KYC process to verify if he is the true owner of that account.
Once they verified the KYC process he can able to transfer them to another wallet.

Also, can you tell your friend to try withdrawing the funds through the Coinbase app on Android. I have experienced months ago that I can't able to transfer my funds out from their wallet but someone told me to try to use the Coinbase app on Android and it works.

One of my friend had 0.10 BTC in their coinbase account from long ago, he bought it for $35 as far as I know.
Recently, they had a few transaction in April although all of those transactions were very small but from few days ago, he can't withdraw anymore.
When you use coinbase to withdraw fund, after pasting the withdrawal address and amount, the "continue" button get enabled but now, it’s not enabled.
I'm nit getting the below point yet.
It says BTC balance is 0.09***
But above, it says, you don’t have enough fund.
What can be the problem?
