It's true that they partnered with paypal but it wasn't too clear these transactions allowed are in their favor.
Actually that partnership only covers US based paypal users and they can only sell their bitcoin for paypal. For others paypal strictly restrict bitcoin related buy/sell. It is more like deposit option for paypal and coinbase is the only bitcoin wallet paypal have allowed to deposit with bitcoin. May be they have some mutual benefit.

In order to withdraw for a selected paypal account which has to be verified just as your coinbase account is.
You know why? So if there is any problems with the transaction then you are completely liable for any transactions that occur using them as intermittent aries and they fail to tell you up front you could be in arrears of up to $200,000 if they need to reverse a transaction and guess what? They will be allowed too if you linked your bank account you clicked on an agreement and most people do not read it to carefully and just click the check box. They do not know what they are agreeing too. So they got you in their sights if anything goes wrong with those paypal transactions. They are not losing any money in there transaction with using them here and could garner your wages as most people's pay checks go to their bank accounts now which is a requirement for almost all companies in the western world anyways.

Coinbase never allowed anyone to buy bitcoin with paypal and only allowed to sell your bitcoin for paypal.

Coinbase has never used paypal and using paypal to buy bitcoin and digital currencies as they put it is not allowed according to their terms of services.

the only thing Coinbase offered (and i only heard the news and never used it) is withdrawal to Paypal account, nothing more.

Paypal can arbitrary freeze your fund or revert back transactions, this is a big issue dealing with bitcoin, due to the irreversibility of bitcoin transactions. So I am not surprised that Paypal is not allowed. Just link your bank account with coinbase, it's easy.

coinbase only support withdraw use paypal
but not support deposit and buy use paypal, only virwox, exchanger can deposit and withdraw use paypal
iam not understand why coinbase not support deposit and buy use paypal, maybe regulated is reason coinbase not support deposit use paypal

I have a very specific question - does Coinbase not allow purchases via PayPal?

Their communities blog doesn't specifically say that this isn't allowed and searches on "the internets" hasn't produced much answer.

To use paypal you need to make some verification that mostly the same are needed in bitcoin exchanges (fiat<->btc).
We know how things go through paypal and buyer can ask for a refund or chargeback even the buyer has received the btc.

They probably had lots of charge backs, so stopped accepting Paypal.
The very nature of Paypal doesn't fit with buying Bitcoin, one is irreversible and one is easily reversible with buyer protection.

Unless Paypal starts to have an irreversible buy option, it will remain very difficult to buy Bitcoin using Paypal, I wouldn' accept Paypal, even if it was for 25% over market rate.

Most places do not sell BTC for PayPal unless you go through multiple ID verification. And even those places are rare.

You was able to buy using PayPal before but not anymore ? I looked into it and It looks like PayPal was available for only selling your BTCitcoins and not to use it for buying , not to mention that this feature is not available worldwide and an ID verification is needed as mentioned on their blog.
