The funds are where? The bank? Or you have already purchased Litecoin and want to trade?
The funds are probably still in the bank account. OP wants to purchase litecoin through coinbase pro. His bank account is linked to his coinbase pro account but he didn't know that he has to first make a deposit of some USD from his bank to the coinbase pro account before starting to trade.

I am trying to set up a limit order to buy Litecoin, but the system is telling me "Insufficient funds" as if it's not linking to my bank account. I never have this issue on regular Coinbase.

I know the funds are there. How can I resolve this??
The funds are where? The bank? Or you have already purchased Litecoin and want to trade?

Know that limit order does not work that way, you will need to have already purchased a coin already before you can make use of limit order to convert from one coin to another. In the case you want to purchase litecoin, not limit order that will be used, use deposit button, but if you want to convert litecoin to another coin on Coinbase Pro, then you can use the limit order for the trade.

I just set up a Coinbase PRO account; I already had a regular Coinbase account.
When I set it up, I saw that the bank account info I had set up in regular Coinbase synced over into the PRO account. I am trying to set up a limit order to buy Litecoin, but the system is telling me "Insufficient funds" as if it's not linking to my bank account. I never have this issue on regular Coinbase.

Coinbase pro doesn't have an "instant-buy" feature like Coinbase does.  There's a big "Deposit" button on the main console on the right.  You have to deposit money from your bank account, then you can trade that for LTC.

I think you should deposit some USD before being able to trade, do you have sufficient fiat in your account?

Have you deposited some USD from your linked bank account to your Pro account before setting-up the limit orders?

If not, you should read this FAQ page of Coinbase pro:
