That's what I was thinking, why was the road being recorded with this camera? Also its not a regular security camera as they do not have focus features. This was deliberately filmed by using an HD camera. Whoever did this knew they would film this explosion. Same person who mined the road.

This is not an accident. This is a planned terrorist attack. The OSCE patrols don't go anywhere. Their route was well known and agreed upon. This provocation staged Russian to disrupt the implementation of the OSCE mission in Donbas.

OSCE monitors should be smart enough to stay clear of areas, that are not declared safe for their work. With that said, I would not call it "epic fail". Human being doing his duty was killed in accident that served no man, nor any greater purpose.
